Exported Clip does not include effects

Premiere 6.0. I highlight a clip in the time line to which I've applied a couple effects (image pan & motion). I then select the clip and File->Export Clip->Movie. The resultant clip (AVI DV codec) does not include the effects I added. It is simply an export of the clip without the added effects.(Yes, I've saved the project after adding effects).
If I choose to export the timeline (clip is only clip on the time line) (File->Export Timeline->Movie) the resultant clip does include the effects added to the clip.

I can obviously work around the problem but this is annoying. Any ideas?

Is Export Clip supposed to include effects? I mean, if you can export your effect-ed clip by exporting the Timeline, what's the issue?

The issue is more one of convenience. Sometimes I want to grab a clip that includes effects and drop it into another project so I don't want to export the entire timeline. I'm not certain whether exporting a clip should include effects or not. I was hoping someone on this forum might know.

Unless there's some non-Timeline related way to apply effects, it stands to reason that the only way to export a movie file that includes the effects is from the Timeline.

You don't have to export the whole Timeline -- you can export only your workspace. When exporting Timeline to movie, click the "Settings..." button.
