Explorer.exe error, Windows ME needs to be reinstalled

I receive the following error on bootup 'Explorer.exe has caused an error, Windows needs to be reinstalled. I get the same result in Safe Mode. Also does anybody know if its possible to perform a System Restore from the Command Prompt using a boot disk
