Explorer.exe error, cant do anything

I was trying to install IE 6 (previously had IE 5) when I was suddenly disconnected from the internet. After that happened the computer shut down and now when I try to start it I get an error message. It says something about explorer.exe and module 6d007eH. When I close that error window out all I get is the cloud on my desktop, nothing else. Safe mode has the same results. The happened on my friends computer and unfortunately she doesn't have the recovery cd so I'm not sure what I can do. It's an HPex743 (I think) running Windows 98 SE. Thanks for any help you can provide.
 
If you have access to another computer, make a Windows 98 boot disk. (she should have one, anyway--just for instances like this.)There are several websites where you can get the files to do this, just go to google and type in Windows 98 boot disk. Put it in the floppy, start the computer.
OR:
See if you can boot to a command prompt.
Look in the C:\Windows\Cabs file and see if you can find the setup.exe file. If you can, you may be able to install it from there. When you install an OS from an installation disk, one of the things the installer does is copy the installation files to your hard drive. If you have some kind of proprietary OS install, you may not have them, or you may. Cabs are cabinet files, or more like "file cabinets" for storage of files for various purposes.

BY THE WAY---I always want to ask this question, because I have heard it about 20 times now--WHY DOES THIS PERSON NOT HAVE THE DISK? I bet everyone keeps their other software programs very carefully stored. Why not the installation or recovery disk? PRobably a pirated copy and never actually had it to begin with. Nobody would be that careless with an operating system disk. If they are, they dont need to be using a computer to begin with!
 
I wish I knew why she doesn't have her recovery disk. Considering she has EVERYTHING else from way back when she bought it, I assume it's just lost somewhere in her house. Either way.....I can get to a command prompt but should I first try the bootdisk? After starting it up with the bootdisk in, what happens next?
