Explorer caused an error in WININET.DLL

Windows ME, Internet Explorer 6, Outlook Express: When IE or OE tries to connect, (I use DSL,) I get the "Explorer caused an error in WININET.DLL Please reboot your computer" message. Rebooting the computer changes nothing. This problem started this morning, everything was fine yesterday. All other programs seem to work fine. Another PC on the Network has NO connection problems thru the same router.
 
RESOLUTION To resolve this issue:
On the Tools menu in Internet Explorer, click Internet Options.
Click the Advanced tab.
Click to clear the Use inline AutoComplete for Web addresses and Use inline AutoComplete for Windows Explorer check boxes.
Click OK.
Reboot your computer. Press and hold down F8 while the computer boots to display the Startup menu.
Choose Command Prompt Only, and then press ENTER.
Type the following items, pressing ENTER after each item:
cd\windows
deltree downlo~1
deltree tempor~1
deltree history
deltree cookies

NOTE: Press Y if you are prompted to confirm any deletion.


Reboot your your computer normally.
On the Tools menu in Internet Explorer, click Internet Options.
Click the Advanced tab.
Click to select the Use inline AutoComplete for Web addresses and Use inline AutoComplete for Windows Explorer check boxes.
Click OK.
You can test the AutoComplete feature by typing several different addresses in the Address box (one at a time):
Type and load the page.
Type and load the page.
Type and see if the AutoComplete list is displayed.

I very much appreciate your reply and I'm sure it would have been very helpful if I were using Windows 98. But, I am using Windows ME. There is only one Use inline AutoComplete choice not two. And in my case it already "unchecked."

In the Startup menu (reboot, F8) there is NO choice to boot to Command Prompt Only in Windows ME.

I did try checking Use inline AutoComplete and rebooting after maually deleting history, cookies, and temporary internet files from Windows Explorer. No help.

The error message appears after the URL has been typed in and IE starts to search for it. In OE the error occurs when it starts to receive messages.

Thanx again. If you have any additional suggestions, I love to hear them. So far, I'm baffled and need all the help I can get.
 
Two things you may try...
Repair IE using add/remove programs in control panel
try using system restore and choose a date prior to this behavior
