Exchange works but mail travel is slow

We recently moved the Exchange server to the DMZ (along with the mail filter). Since doing this the mail works, but it takes a while for users to get their mail. Also when users connect they have to do a send and receive as they didn't before to see new messages.

Exchange 2000, Server 2000. Everyone can get to the mail server and that access works good. The actual mail flow is slow, meaning it takes 10-20 mins for a message to flow through.

Any ideas?
 
As an update.

I have been working on this server trying to determine what may be the culprit. Now mail is received within a minute and usually no longer than 3.

Things done to help this:

Changed the order of the DNS server (got a better response time from secondary).

Changed binding order of IP (there were multiple protocols loaded).

Cleaned and defragged the drives.

I would like to have it back to the 3-5 seconds it use to be.

Still open to suggestions.....
