Exchange SP2 Cluster install wont update Virtual Servers

I am trying to upgrade my Active/Active/Passive Exchange 2003 server system to SP2. I have upgraded my front end servers with no problems and my passive server has been upgraded with no issues. I have taken my SA offline and moved it to the Passive node and attempted to do a Update Virtual Server. When I do this I get:

Error code 0XC0070035 (53): The network path was not found.

I have tried uninstalling and reinstalling the Service Pack, verified that all OS updates are installed, Verified that the account I am using has Domain Admin and Schema Admin rights (Overkill but I am grasping at straws here) and still get the same error when I attempt the Upgrade Virtual Server option. Any ideas or has anyone seen this before?

Any help would be appreciated and more than welcome.

It's a problem with remote registry access service not running or restrictions on it:

I have tried this and still get the same message. Any thing else that you can think of?
