Exchange SMTP & Large files

I am running Exchange 2000 enterprise edition. I have most of my users setup using the exchange smtp client with outlook 2000.

The problem I am having is when ever some one sends a attachment that has any kind of size it takes for ever for it to download to the client. Once it is downloaded if the user clicks off of that message and then goes back to it the files have download again.

Is there away to have the mail downloaded to outlook so that it doesnt try and re download every time you click on the message ?
