Exchange Server SIde Rules

Is there a way to create a rule on the server side without having Outlook running?

What we have is 3 seperate email addresses and we want them to go into one inbox into seperate folders.

Suggestions?

First, this should be posted in one of the Exchange forums.

Second, you don't mention what version of Exchange. Exchange 2007 does have some managed folder features.
