Exchange Server Rejected Emails Problem with Valid Emails

Valid inbound emails are scanned by Exchange server v5.5 s/w and being rejected. Error code 2027 being shown in the event log entries for these emails ("Duplciate Message") No message ID is being assigned and the email is rejected. Further tests indicate that the problem only happens when the interval between two or more submitted emails using the same email address for the same destination public folder is less than three minutes. Will the upgrade to Exchange Server 2003 fix the problem, or does something else need to be done?
