Exchange server is not receiving any emails at all

Ok for some reason exchange has stopped receiving emails. I have rebooted the server and checked settings, and checked on IP addresses and DNS and everything looks fine, but i just cant explain why it wont receive. I can send out and it looks like its doing fine, but when i try and reply i never get it back.

telnet to it on port 25 - any response?
Anything in the event logs?
Anything in your change control system to suggest anything has been done?
 
ok.. locally it responds to port 25 and i can HELO and EHLO, but remotely it is not responding at all. I tried to do it outside of the network and i could not get a response. Only while i was inside the network would it respond.

I have checked the event logs on the exchange server and briefly on the dns, ad, gc server that exchange uses and did not see anything. I know that our ISP changed our IP address and mail was coming in fine on that day but now its not receiving anything. I did have to go in and manually change the SPAM server IP because it uses the public IP and its manually set so i had to change it to the new one but it was still working after i did that. I restarted both but still can not get a response and it is still not receiving. I can send out but i cant get any email in. I also noticed that the emails are not being sent back NDR or anything. I do not get any emails back when i try and send them into the enterprise at all.

What the heck is going on?

If you ISP changed your ip then you will need to make sure your MX (Mail Exchange) record is now pointing to that ip address.

I checked that to make sure. If it was wrong i should get a NDR back saying the host couldnt be found or something like that. This is really frustrating me cause it should be simple to fix but i cant find it and ppl are getting mad because they arent receiving any of their business emails.

How else can i check to make sure that the IPs have been changed in DNS. I see the new IPs listed on all the host, and when i do a ping it shows the new ip address.

Im not sure where else to look. Im at a loss right now and im just getting even more frustrated.

ive even looked at the local dns server and cant find anything wrong. All the ports are still fowarded and i can get to OWA from outside the network so the new ip is working.

ok... i have been checking thru some stuff and everything looks like it checks out. OWA opens from outside the network the the FQDN so the new ip is working. I can ping the new ip and the FQDN and get the new ip back.

I have gone thru and checked to ensure that it looks like nothing has changed and cant find anything but i did find that there is a User Account missing out of some of the permissions. When im looking at the permissions for some stuff the SID is there but no account name like the account was deleted and it left its SID identifier and i cant delete it because it says its inheriting its permissions from its parent.

Im not sure what account would have been deleted but ive noticed the same identifier on several permission tabs inside exchange. I dont think this would have caused it to not be recieving outside emails but thats the only thing i can find thats changed.

What else could i have overlooked?

Service pack 2 was recently loaded on to the server but i think that was several days before it decided to stop recieving outside emails (i could be wrong)... could this be a problem?

Ok... I have a good feeling i may know what it is now. Im thinking that port 25 has been blocked by the ISP. I checked it using canyouseeme.org and it says "Port 25: Connection Refused" Is there any other way of checking this. I can not telnet into port 25 from outside the network either.

They did... My (and im not going to say the word i want to) ISP decided to block port 25. I'm up and running again temporarily using a port reflector until i get them to unblock port 25.
