Exchange/Outlook 2003 Sending on Behalf Issue

We have an Exchange 2003 Server and Outlook 2003 clients. I a wanting to give a user the ability to send mail as another user we have. Not send on behalf but send as.

So UserA can send e-mail that says it came from UserB rather than on behalf of UserB

I followed Microsoft article 32700 and added User A with Send as and receive as permissions in the security tab of userb's account.
Didn't work still says usera on behalf of userb.

Any ideas?
