exchange help needed. Mass email problem

Hi,
i work in a college and we have 3 main recipient containers (Full Time Students / Part Time Students / Staff)
a problem we have is students are mass emailing staff with junk. is there any way to stop them from mass emailing?
i know on exchange2000 you can set a limit on the amount of recipients but this is not possible under exchange5.5

does anyone have any ideas on what i can do?

Possible workaround: how about exporting your user list, adding the column "Reject Messages From" to the .csv file, insert the offending students DN's, and re-import. This way, all your users will block messages from the perpetrators until they ask to have it otherwise?
