Exchange Full Administrator Issue

I have two servers that I am implementing

a Domain Controller (done)
b Exchange Server

When I attempt to install (or even /ForestPrep) exchange server 2003 on server b, I am told that I need "Exchange Full Adminstrators" rights in order to install the software.

How does one get that permission if its not available in Active Directory. Example - > My install account is "admin". When I view the available permission for "admin" I do not see a Exchange Full Admin role available to add.

How does one accomplish this?

The actual message is below:


Teh component "Microsoft Exchange Forest Prepation" cannto be assigned the action "ForestPrep" because:
- To install the first Exchange Server in a domain, or to run setup in "/ForestPrep" mode, you must be an Exchang Full Administrator at the organizatino level. You must use an account that has been granted the Full Exchange Administrator role on the Exchange organization using the Exchange Adminstrative Delegation Wizard"

It appears that I must install Exchange Server on the Domain Controller, give the accoutn permission, install Exchange server on the actual server I want it installed on, then remove the Exchange Server from the DC.

Is there an easier way of doing this?
