Exchange as an smtp server

I am not sure exactly how to word this but is it possible to use exchange like you would use an ISP's mail servers? I have users who want to use outlook express at home and other locations to send and recieve e-mail. They are able to send mail to our domain but not to other domains. I assume this is to prevent open relay spamming but I need to be able to prevent this and use exchange as a general smtp server.

Can anyone point me in the right direction?
 
I assume your mail server is behind a firewall. If not it should be. If so use VPN. Failing that web access does a pretty good job of sending and receiving mail.
