Exchange 2k local msg. delay

We just experienced a 13 minute message delay between being submitted to the categorizer and local delivery.
This was for an internal office email.
The server is a brand new Dell PowerEdge P4 with 1gb RAM and LVD320 SCSI drives running Windows 2000 and Exchange 2000 (no other software installed).
Any ideas what could cause a 13 minute delay before (local) delivery?

did you ever find out what the cause was? I have the same problem. My messages just sit in the PreSubmissionQueue. It is usually a 5-10 minute delay, even if the message is sent to someone on the same server.
Exch 2k service pack 3, post sp3 rollup applied
windows 2k service pack 3
Antigen 7.5 antivirus.

Any help would be great.

Turn up diagnostic logging on the categorizer and see if you are getting 6004 retryable errors.

 
Nine times out of ten it is a DNS problem. I'll try to get more specific info on what we did to correct the issue. As I recall it was a very minor fix.

Have a look at the check box on the Default SMTP Virtual Server Properties page. I think we had checked Requires TLS encryption and had a problem until we un-checked it.

I am getting the following error since i turned up logging. Maybe this is part of the problem.

I checked the smtp virtual server settings and Requires TLS encryption was not checked.

I got this resolved yesterday. It turns out that the version of antigen(antivirus) that i was running was a release canidate and was causing the problem. I upgraded to antigen 7.5 and all mail started flowing through instantly again. Thanks for the replies.
