EXCHANGE 2003

I run a SBS 2000 with windows 2000 and exchange 2000. users(25) log on to this machine(dc).
Hardware is old. Now I want to upgrade my box to 2003 on a new box/new hardware
What is the best way to do this.
Build a new machine create all users, exmerge mailboxes, physically connect all computers to new domain???
Is there any other way to bring this new machine into the existing domain and move everything??

Or install new box and move mailboxes, rehome PFs, change bridgehead and back the old box out.
