Exchange 2000 Install fails - Active Directory Permissions

I have two Domain Controllers on two different subnets. They seem to be replicating without a problem per the replication monitor tool. I have created a dedicated Windows 2000 server for a 2nd Exchange 2000 server because the two subnets are on separate sites (Europe & USA). We've had a bit of trouble with the USA based Active Directory site - a crashed server once, and a few failed Exchange installs. This new problem comes after we managed to add a 2nd Domain Controller (to replace the crashed server) in the USA site.

My problem:

During the very beginning of the Exchange 2000 install, the Exchange wizard installer refuses to move forward reporting this error:

"The component "Microsoft Exchange Messaging and Collaboration Services" cannot be assigned the action "Install" because: - Active Directory has not replicated all the necessary permissions for the deleted items container. Please wait until replication completes before running setup."

I have tried everything they recommend in the MS Knowledge base for this problem to no avail. I even tried giving the logged in admin account that I am using every known credential possible. Any ideas ?????????????? Mind you there are a few ghost DC's that I have no idea on how to remove from Active Directory.

You can remove ghost DC using ADSIEDIT but be very careful

Hello Spaceman,
You have to run setup with both ForestPrep Switch and DomainPrep Switch, then run setup normally to take care of this problem.

goto run and type, where x is your CDROM DRIVE. keep in mind that if you spell ForestPrep or DomainPrep wrong you will end up in normal setup which will not work.
Steps:
x:\setup\I386\SETUP.EXE /ForestPrep
Wait till it is done then-
x:\setup\I386\SETUP.EXE /DomainPrep

Once these have completed, install exchange normally. And remember the name of the user that you choose in the above setups, because that is who has to be logged on. Should be enterprise admin account.

This will fix your problem !
