Exch3k WebMail password change

I am running exchange 2000 and am wondering about documentation concerning allowing users to change their domain passwords via webmail. There is a button accessible in the option shortcut of webmail but when I click on it a get "page cannot be displayed." At this point I have no information on how to resolve what page the program is looking for.
