Excel's regional settings

I have an Excel's workbook than cames from another user:
how can I know the regional settings of the creator's computer?
The problem is that I need the numbers on the same format as viewed by the user that saved the file.
Is there a way to do that?

The easiest way would be to ask the creator of the file. I am not aware of a way, although the way in which data is presented should not dramatically change, except for perhaps timezones (if applicable), currency and perhaps the way in which thousands are represented (i.e. 1,000 vs 1.000 etc)
