Excel will only start from Quick Launch, NOT from desktop

We have one machine on a network (single domain) that will NOT launch Excel shortcuts from any location other than the Quick Launch. We tried copying the quick launch shortcut to other locations but it doesn't want to work. Double-clicking the program's executable works fine, and the quick launch shortcut, but that's it!

Anyone have any insights what might be causing this?

Oh, I should also say that if any shortcut is used besides the quick launch the machine will immediately freeze up and force a reboot. This does not apply to double-clicking the main executable, however, ONLY shortcuts.
