Excel/Web Page, Updated real time?

Basically we have a client who is going to need to approve line items in an excel speadsheet and I'm trying to figure out the best way to do this... I know how to do this with MYSQL but it is going to be a somewhat very involved process and I think I'm going to be going overboard considering what I need this application to accomplish. Is there any way to just save an excel spreadsheet as a webpage, upload it to a server and have whatever data is changed or added to the page/worksheet update in realtime so that if the client was to approve something it would automatically be stored in the spreadsheet? I'm just looking for the easiest, least complicated way to do this and I think having to create a database is way more trouble than for what I need...????
 
Posting the spreadsheet online and making it updatable online will be far more involved than anything else you can do. Why not simply email the spreadsheet to the client and have them do what they have to do to it and then return it to you?

That's about as easy as it gets - and keeps it a lot more private than posting it online.

There's always a better way. The fun is trying to find it!
