Using Excel 2000

I have a spreadsheet where I need :

To change the colour of a cell to red when the value falls below that of another cell and if the value is say 10% higher than another cell then I need it to be green.

I presume this would be via a formula.

Could anyone provide a sample formula for the above or point me in the right direction ?

Conditional Formatting under Format menu.

It would be cell value is less than..... and then choose your format.
