Excel formula for time comparison

Does anyone know of an easy way to compare two sheets with columns containing Time and a value to match up or synch the values?

For example:

I have an excel sheet with the following data

time value time value

2:33:54 -81.0178 2:33:54 23.6
2:33:58 -81.0167 2:33:59 24.9
2:33:62 -82.0189 2:33:64 22.9

I want to end up with two columns that has the values synched together. The first time column is sporadice the second is always based on 5 second intervals and the overal sheets have thosusands of rows so doing it by hand would be impossible.. any suggestions?
 
You should be able simply to cut columns C and D and paste to the bottom of columns A and B and then sort. Or, what am I missing?
