excel chart - 2 'x' axis not aligning

I have an excel chart plotting two sets of data - promary x axis is hours and secondary is a percentage.

The graph goes + and -, ie above and below zero.
The problem is that the zero mark for both axis is not aligned and thus makes the chart difficult to interpret.

as an example, when i put in the horizontal gridlines the zero for the secondary axis is above that on the primary.

i have tried changing the scale intervals and making them the same for each axis , but to no avail.

any help would be very much appreciated!

Select the axis. Right click
Choose Format axis
Choose the Scale tab
check the box that says "Category (X) axis"
and enter 0 in the "Crosses at " box
