Excel - Allow comments in locked worksheet 1

I have a fairly large spreadsheet stored on a server which is accessed and updated by several users. I have the worksheet locked so that the majority of the cells cannot be altered by accident, and allowing values to be input into only those necessary.
I want users to be able to 'insert comment' on the cells which they are allowed to enter values into but this option is greyed out when the sheet is locked. I've tried ticking the box (when locking the sheet) to allow users to format cells but this makes no difference.
Is it possible to have the sheet locked but still allow comments to be added to cells ?
 
Try Tools>Protection>Protect Worksheet

then remove the check for Objects. This will allow comments into a protected sheet
