Excel 2000 graph scale changes in PDF doc

I have created some graphs in Excel 2000 with percentages as the Y-axis scale. The documents appear fine when I convert them to PDF using Acrobat 6. However, when I merge these pages with other pages and then view the entire PDF document, in the last 2 of 4 consecutive graphs, the percentages (10%, 20%, ... 100%) change into thousands of percents (1000% 2000,... 10000%). When I view the document, I can page through it and the numbers look fine until I get to the end of the 4th page of graphs and then that page and the page before it change the scale. From that point on, the scale appears to be corrupted. Has anyone seen this behaviour before and how did you resolve it?

However, here are more details. When I create the original PDF document, I merge a lot of separate PDF files. The merged document appears to be fine until I save it and re-open it. When I view the saved version, the scale changes.
 
When you say the scale changes, does the actually SIZE of the graphic change? Become tall and skinny or short and fat? Or does the TEXT change on one of the axes?
