Exactly how is MSDE limited to 5 concurrent queries?

It is limitted to 5 concurrent workloads (nothing to do with connections) - I think it is actually around 10 to allow for system processes.
If this is exceeded then the server is goverened to progressively slow down which might mean that more workloads come in and you end up getting slower and slower.

DTS can be used in a similar way.
