We have a user login on the vpn and we want to restrain that user to only one directory. We have setup the correct permissions on that directory but that user is able to see all the "everyone shares". That user is by default a domain user.

Either take away the Everyone group from having access to all your shares, and crate a group of all your normal users and give that group access to all your shares... OR... Deny your VPN user access to all the shares. Deny permissions always overwrite Allow

The problem is that we have no group policy set-up so we cannot prevent users from sharing their own hard drive.
