I get several errors in the Program log looking like this:

svchost (628) tried to open file "C:\WINDOWS\System32\CatRoot2\edb.chk" with read-write access failed with systemerror 5 (0x00000005): "Access denied. ". The task to open file failed with error -1032 (0xfffffbf8)

What could this be and how can I resolve this problem.
I've searched MS Support but have not found anything about this problem.

I'm running XP Pro SP1 and this problem seems to occur only
for regular users (power users) not for Administrators.

This is a catalogue for the windows update service and has a corruption problem. Microsoft has written several advisories about the problem. Essentially your can delete the entire directory:
