Ok, this is an intermittent problem. Does not happen all of the time. Often if the user prints again it will work, sometimes not.
The Server is Windows 2003 fully updated, the workstations all run Windows XP SP2, the printers are HP Business Inkjet 1100 shared through the server.
I have tried the latest drivers, no change. I tried giving all users "Print Operator" rights, no change. As an admin user, I never have this problem seem to have this problem.
The rights to the spool folder look fine.
Here is the event log text:

Total number of pages in the document: 1. Number of pages printed: 1. Client machine: \\192.168.1.73. Win32 error code returned by the print processor: 5. Access is denied.
