Event 4031 - 554 SPAM-Relay detected

I got this message from my IMC at about 10:09AM this morning:

&quot;&quot;The following message could not be delivered to <Mike@yahoo.com>. The destination server reported: 554 SPAM-Relay detected From: <> Subject: Undeliverable: Save up to 60% off your Health Insurance - FREE quote&quot;&quot;

The IMC then rejected ALL outbound internet email, regardless of the destination address, for the next 10 minutes. Then, just as mysteriously, it stopped rejecting email. Anyone else experience this? Where are the settings for SPAM relays on the IMC?? How does it determine if it's a SPAM relay or not? Please help...Microsoft's KB has zero information on this...or at least I couldn't find it. Thanks in advance.
 
Exchange Server 5.5 introduced message filtering, which allows you to reject messages based on either the originating domain name or the originator’s full e-mail address. This is configured for each IMS that you have installed. To edit or view the list of restricted domains and senders, display the IMS properties and choose the Connections tab, then click the Message Filtering button.

The Message Filtering dialog box allows you to configure which senders and domains the IMS rejects. The IMS simply accepts the message and deletes it; no non-delivery notification is generated. To reject messages from an entire domain, in the Prevent These Domains And Users dialog box, make sure the @ sign is in front of the domain name (such as @Prodigy.net). Every time you add new domains and users to this list, restart the IMS for your changes to take effect.
