Even Readers Can Add / Remove Documents adn Folders ???

Hi,
I have set up a login account to my new Intranet with Reader access. However when I login to sharepoint under this reader account I CAN still add Documents and Folders which I should not be able to do as a Reader.
I have stopped and restarted The services as suggested for new securities to take effect but this had not fixed the Problem.

Any response really appretiated.
