ESM Error received on some servers

We have an environment with 30 message store servers (Exch 2003 SP2), several bridgheads, blackberry servers, etc. When Exchange System Manager (ESM) is run on some of our non-Exchange servers (i.e. domain controllers), and the queues for a server is selected, ESM returns the following:

Exchange System Manager failed to retrieve queues for the SMTP Virtual Server (error code = 0x80040154).

It does NOT display this error on all DCs, BB servers, etc., and the issue is not related to OS SP level. Those servers that do not display this error, do display the relevant queue statistics. This problem does not occur on servers that are actually running Exchange.

If anyone has experienced this and found a solution, I would really like to know what the solution is.

Well, I finally solved the problem. There are at least a couple of dlls involved in monitoring the various queues, and the one used for monitoring the SMTP queues is called phatqadm.dll. When I unregistered this dll on a server where ESM was able to monitor the SMTP queues, I received the exact error that I mentioned in my first post. Reregistering the dll solved the problem. Apparently, this dll didn't regsiter properly when the Exchange tools were initially installed, as there have been no updates to this file.
