Error while using rmtree

Hi,
I got this error when running my script, it users rmtree function:

Can't remove directory /USG2FRD/USERS/frdoper/var/fr/extract: Device busy at /USG2FRD/USERS/frdoper/tlg_home/op_bin/OpCleanup line 41 ...

I've checked permissions of directory - and it's OK.
What could be the couse of this error ?
