Error "Download of speciefied resource has failed" creating document

I am currently trying to create a document using a vbscript file in Biztalk 2002. When I try to set the reference I get an error stating "Download of the specified resource has failed". I checked the MS support site and it states this is a problem with permissions. I have granted permissions to everything and still get this error. Does anyone know what this could be from?
