At a glance, I found the following four methods calls you make:
javascriptpenWindow
divup
divdown
hilite

Now, if I were to hazard a guess, I would say that the openWindow method was supposed to be window.open... but then this is your app and you might have a method of openWindow(); Beyond that, I would make sure that there are no typos where you define your function names, etc.

For debugging purposes, you might wanna take this out:

document.images['baseimage'].src='images/arrivals_base.gif';baseImageState = 3

and put it in it's own function. Then call the function from the onClick=''. Being that I use Interdev for client side script debugging, this is essential to be able to step through some of the finer points and locate small syntax hiccups.
