I'm trying to import a .pst into an exchange 2007 mailbox using the Import-Mailbox -Identity <mailboxUser> -PSTFolderPath <PSTFileLocation> command.

I get the following error...

error occurred in the step: Approving object; An unknown error has occurred.

I've tried the few solutions I've seen on the internet. Tried running fixmapi and also granting full permissions for admin to the mailbox, but it's still not working.

Any ideas?

Thanks.

Where did the pst come from? What format is it in? Sounds a lot like you're trying to import a Unicode format PST. That doesn't work. THe PST needs to be in ANSI format.

Some conditions that need to be met.
First you must have the 32-bit version [x86] running from your PC.
Second SP1 for exch 2007 x86 should be installed. [restart]
The command is then run from your PC not the server.
Hope this helps
e.g command
Export-Mailbox -Identity "journal" -PSTFolderPath "C:\PSTFiles\journal.pst

Turns out that the .pst had a password on it. I didn't find this out until I opened it in my own Outlook. Removed the password and it worked fine. Thanks for all the help.

The approving step happens before connecting to the profile or the server. Most commonly, you're unable to open the PST (Unicode PST or in this case a password on the PST).
