I have some users who get the following error when forwarding and email to a outside email, It looks as if it is handling it as a relay instead of forward.

You do not have permission to send to this recipient. For assistance, contact your system administrator.
<mail.llcc.edu #5.7.1 smtp;550 5.7.1 Unable to relay for test@test1.com>”
Thanks

Your problem could be that you are sending e-mails directly from your server and you do not hava an MX record in your or your ISP's DNS.
Execute nslookup. Check if who are the mail exchangers for your domain and see if one of the addresses is actually your server's public address.

Some setups implement this measure by execurting a reverse DNS lookup, during the smtp process to make sure that mail from domain abc.com is actually coming from the server that hosts abc.com.

Hope that I was helpful.

Thanks, turns out the user was not logged into the network he was loged into the local machine so he was not authencating
