error deleting file - sharing violation

I am unable to delete a ~200GB file (SQL/Server backup) which is keeping me from backing up a database. have rebooted and am still getting same error. does Windows have an equivilant to the Linux/Unix lsof command to match file handles to processes? I'm posting this here instead of SQL/Server board as is appears to be an NTFS issue since file can't be deleted even w/SQL services stopped...

any advice would be greatly appreciated as I'm an Oracle/*nix guy by training who sort of reluctantly inheirited this app.

There are utils to boot an ntfs partition to the equivalent of dos. from a dos session you can delete anything have a look for NTFS dos by winternals or other util
