error 3050????

I have upgraded a database from Access 97 to XP. I have a backend with the tables and the frontend contains everything else.
There are two users that can get into the database with no problem. I have one user that when I went to link the tables to the front-end it gave me this error.

Could not lock file. (Error 3050)

I checked the permissions for that user and they have modify, so that should be ok. The database is not being used exclusively, so that leaves that out.

In looking through the knowledge base I find nothing of help.

Any suggestions???
