Error 1606 - Could not access network location $\My Folder\My Pictures

Hi,

I'm attempting to install PcAnywhere and desktop software for a Palm. I've tried installing PCAnywhere on various machines but keep getting the same error:

Error 1606 - Could not access network location $\My Folder\My Pictures

The Microsoft website suggests changing registry key :

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\Common Administrative Tools

and

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders\Common Administrative Tools

to

%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools

Which i do, but everytime I reboot it keeps changing back to

C:\Documents and Settings\All Users\Start Menu\Programs\Administrative Tools

Anybody seen this before? I'm logging in as the administrator
