Error 0x80040706 During Software Installation

I received an "Error 0x80040706" when trying to install a basic piece of software on my WinXP machine with SP2. I Googled the error and Installshield is telling me that I need to update my Installshield driver to solve this issue. I have done everything they said and I still receive the error. Does anyone have any other possible solutions to my problem?

Delete:
C:\Program Files\Common Files\InstallShield\Engine

Install:

http://support.installshield.com/kb/files/Q108312/ikernelupdate.exe

Have you tried the install in Safe Mode?

That didn't work either. Same error message.
