We are getting ERR020 errors on our Option 81c PBX; the errors seem to be pointing to our Copper DID's. Will moving the Copper DID's to T1's resolve the issue?

Yes, it make the problem go away - but I would not switch solely for that reason.
I'd switch because analog DIDs are rarely economical, considering the cost, real estate, and time one spends troubleshooting them.
