ERR SCH3636 - why??

i'm trying to change all DN's in one of our offices from 3-digit numbers to 4-digit numbers and i keep getting this message even though the numbers do not conflict. for example, one of the DN's is 110 and i'm trying to change an extension to 1800. see below for error message explanation from my Switch:

Longer DN's hundreds group conflict with a shorter hundreds group. Select a new DN group, where x is the conflicting hundreds group; y is the shorter existing hundreds group. See Busy Lamp Field feature
requirements in X11 features and services (NN43001-106).

Could you go in LD 20 and post a prt, dnb, cust x, DN 18 for us, or is there not any ?
