How are your virus definitions? One cause of this can be the CAP.A virus which infects normal.dot in Word 6 and 7(95)which gets opened when you open Word.
Depends what you're talking about. If it's a program (ie Word) then it's always a good idea to uninstall rather than deleting since it will clear out the registry. If you're talking about Windows, then re-formatting and reinstalling can sometimes be necessary. (From this reply you can probably tell I don't entirely understand your question )
