Enterprise Manager unable to start : MSSQL Server 2000, WinXP Pro SP1

Hi there,
I have this problem fom a long time and I could not find any soulution myself.

I installed MSSQL Server 2000 PE on WinXP Pro SP1. Everything else is working fine, but whenever I try to start enterprise manager from start menu, I encounter following error.

Microsoft Management Console
MMC can not open the file c:\..\SQLServerEnterpriseManager.msc
This may be because the file doesn't exists, is not an MMC console, or was created by later version of MMC. This may also be because you do not have sufficient access rights to the file.

I have some IIS and windows services put to manual starting mode as I want to save resources.

Is this a problem with XP or else?
I hope some one might know.

Enterprise manager requires IE to be installed, this provides the MMC functionality for some of the user interface - or words to that effect.

I would suggest starting the services you put to manual one at a time and see what happens.

EM certainly works under XPsp1.

Natually if I am using WinXP Pro SP1 I must have IE installed.
I tried to reinstall MSSQL server 2000 many times in hoping to solve the problem, but it did not help.
As fasr as services are concern it 's in default winxp pro state and all the necessary serivices are running....

Is there any clue why only enterprise manager is not working?
