encoding/font/charset problem

Problem:
viewers are asked to download Chinese character set (Big-5), but my page was set as English encoding.


Environment:
XP-English with Chinese big5 inputs and encoding, Dreamweaver,Flash,Firework MX


Description:
I wrote the pages by Dreamweaver MX and the encoding from Preference/page properties was set as Western(Latin1).
I also import both Flash and Firework elements on my dreamweaver pages.
I didn't check the encoding from Flash/Firework elements cuz there's no such option.
The codes from my dreamweaver says "charset=iso-8859-1",
but other viewers got it as "charset=big5" on HTML.
I do not know what's going on my page.
I want to get rid of the pop-up chinese encoding download request for visitors. How?

Can somebody help?

any good tutorial on cold fusion's "upload a file to webpage" function? how should I check if my web hosting supports it?
