Enabling/Disabling "Run As" feature 1

Is there a method of enabling / disabling the "Run As" feature for when you are logged on as a User and require the Administrator to run / install a program? Currently we're stuck with having to log the user off and log on as an admin. The "Run As" feature hasn't kicked in. Is this a policy setting?

Choose the program "Windows Update" for example, hold down the shift key and hold down the right mouse button at the same time.
The RUN AS will appear, does not matter who is logged in.
A login window will appear.
Enter the administrator, password and domain,if needed.

Yes, all users are using non-empty passwords.

The Run As window doesn't pop up automatically. However, it does pop up when using greenv's method.
