Enable Western & Eastern European code pages

Hi

I have a problem with translating characters from Western European ANSI to Eastern European ANSI characters. Does anyone know how to install and use both code pages or is there another 'Universal' code page that contains both Western and eastern European code pages that can be loaded to Windows 2000?
