Enable selected users to install devices on workstations

On a network of 2dc running win2k, I would like to know how I can enable group of users the ability to load and unload drivers.I know you have to use the group policy but how to approach it whether to use the default domain group policy or the default domain controllers
Pls can one give me the step by step approach.
